Harness Ops — System Engineering

Owns the harness itself. Writes and polices CLAUDE.md. Maintains hr_base.py and the capability validator. Enforces the 300-line entropy budget. When the system needs to change, Harness Ops changes it — not the CEO persona.

How the team grows

New agents don't join by fiat. They submit an agent card matching the canonical schema. hr_director approves onboarding. capability_architect reviews probation.

Weekly audit_agents.py re-scores everyone. Agents below 85/100 get flagged for upgrade. Teams above 8 specialists require a Lysander-level decision.
